The first deferred resignation program (DRP) email sent from faux OPM was titled “Fork in the road.”

It was so offensive to the dedicated & hardworking civil servants that it had the opposite effect: it galvanized Federal employees to stay rather than resign.

Only 1% accepted the DRP, the fork. That is less than the average yearly retirement rate for Federal employees of 6%. The Administration wanted 5-10% of Feds to accept the DRP.
